British psychologist who studied intellectual ability with a focus on race and intelligence. A student of St. John's College, he received his M.A. and Ph.D. from Cambridge University in 1927. Appointed a Professor of Psychology at the Institute of Education, University of London in 1949. In 1968 he started a second career at the University of Calgary. The Philip E. Vernon Award at the University of Calgary is named in his honor.)
